Sina Velioglu
Senior Procurement Specialist, Asian Development Bank (Philippines)
Sina Velioglu is a Senior Procurement Specialist of the Asian Development Bank (ADB), currently assigned to the Philippine Country Office. He provides procurement advice, support, and capacity-building to ADB’s developing member countries in the region.
Prior to joining ADB, he worked as a consultant, holding various managerial and technical capacities in international development projects, mostly in Central and South Asia and Eastern Europe, funded by various IFIs. He is experienced in procurement, management contracts (FIDIC) and dispute resolution (ADR) in projects mostly covering agriculture, road infrastructure, and water supply and sanitation sectors. He worked in countries including Uzbekistan, Tajikistan, Kazakhstan, Azerbaijan, Ukraine, Turkey, Bangladesh, Nepal, Pakistan, India, Ghana, and Montenegro.
Sina holds a bachelor’s degree in civil engineering from the Middle East Technical University, Ankara, Turkey; a master’s degree in construction law and dispute resolution from King’s College, London; and an MBA Essentials Certificate from the London School of Economics and Political Science. He is a Fellow of the Chartered Institute of Arbitrators (U.K.).
