Yoonee Jeong

Senior Digital Technology Specialist, Digital Sector Office, Asian Development Bank (Singapore)

Yoonee Jeong is a Senior Digital Technology Specialist in the Digital Sector Office at the Asian Development Bank (ADB). She leads ADB’s digital and data infrastructure workstreams, covering subsea cables, mobile and fixed broadband, data centres, cloud platforms, and non-terrestrial networks.

​

Working across both sovereign and private sector operations, her work focuses on closing the digital divide, expanding affordable access, and modernizing digital infrastructure to accelerate inclusive and sustainable digital transformation across ADB’s developing member countries. 

​

Yoonee bring more than 20 years of experience in digital technology, international development, and policy. Prior to joining ADB, she served as Director of Public and Regulatory Affairs at Telenor Group, where she led regulatory strategy across multiple markets. She has also worked as a senior consultant to the World Bank and UN-ESCAP, supporting digital economy policy development and institutional capacity building programs.

Earlier in her career, she led policy research and advisory work for technology firms and international organizations as Director of Research and Consulting at TRPC, a regional technology and policy advisory firm.
